2013 Texas Legislature Key milestones

  • First regulation of so-called "silent PPOs" that share physician-contracted discounts without doctors' knowledge or consent; 
  • A new model for physician-led, team-based care, and for future legislative scope-of-practice discussions;
  • Wide-ranging reductions in practice red tape, including development of uniform prior-authorization forms for medications and health care services;
  • Due process protections in Medicaid fraud investigations;
  • Increased access to immunizations;
  • More money for GME, mental health, and women's health; and
  • Preservation of tort reforms and a strong Texas Medical Board.

2013 Legislative Session

The 83rd legislature began on Tuesday, January 8th and can last no more than 140 days, ending during the last week of May or the first week of June. Special Sessions may be called by the Governor and can last up to 30 days. For TXACP, one huge agenda item on our legislative agenda is restorting the funding for the General Internal Medicine Statewide Preceptorship Program (GIMSPP).  GIMSPP is a vital program for insuring the viability of primary care in Texas.  To check the daily legislative agendas or watch session in action, reference the Texas House of Representatives web site for more information.  To keep up to date on national issues, review the ACP Capitol Key.

2012 Election Resources for ACP Members

Last week, ACP launched a new web resource http://www.acponline.org/advocacy/election_2012/ for ACP members and other interested persons on the views of the GOP presidential candidates and President Obama compared to ACP's policy positions.  It also discussed physicians' responsibilities to advocate for their patients and includes resources for members to learn about how they can become more involved in the election.  The materials will be continually updated throughout the election cycle (including removing candidates as they drop out of the race, which could happen as early as today after the Iowa caucus vote).

The Primary Solution

TXACP Services, and our partners in the Primary Care Coalition, have released a report, The Primary Solution, to sound the alarm on the ailing state of primary care. What was once the sturdy backbone of health care has begun to fissure under the weight of the uninsured, Medicaid and Medicare budget cuts, and a growing population. Download and read this PDF report, to be distributed to all members of the Texas Legislature.

The Primary Care Coalition is comprised of more than 14,700 family physicians, internists, and pediatricians who practice throughout the state and form the frontline to access to care for most patients in Texas.
